New GitLab repo for the .gov sub-theme. This is the first sub-theme to build — the town client D7→D11 migration is the initial target deployment.

  • Extend base theme (rsvp-system-theme)
  • Override CSS custom properties (colors, fonts)
  • Sector-specific template overrides as needed
  • Per ADR-0019: three sub-theme repos (.com, .edu, .gov)
